A good string part, in multiple octaves. A trumpet, timpani, french horn, choir, sax, flute, clarinet/oboe, trombone, tuba, bass. These are generally the instruments that are often used and can be difficult to find good MP soundfonts of.

What Smario said. I would make the clarinet and oboe two separate instruments though since they have very different sounds and are both pretty important in their own way in concert bands/orchestras :-P I would say:
Violin, cello, bass, trumpet, timpani, French horn, choir, sax, flute, clarinet, oboe, trombone, tuba, xylophone/bells, marimba, various percussion.
I always seem to hear xylophone/bells and marimbas in songs and it's often difficult for me to replicate them X-P
It could also be helpful to have multiple octaves of some things, though of course I don't know how many extra MPC instrument slots you would have in the end :-P Instruments that stick out to me that could use this are the violin (to get a really high violin) and choir voices, among other things. Though of course, you'll be making all the decisions in the end ;-P

All right. Does anyone here have a clue how to combine percussion instruments? (Cymbals/Snares/Bass Drums/Triangle/etc.)

Balloon.... Well you'd have to get a set of these instrument and place all the instruments in the selected figure(I assume boat) and assign each instrument to a specific note via "range"

I have some experience for full orchestral composing (although none with Mario Paint) If you have 19 instruments, and one of them is pitch-assigned percussion* (a different percussion instrument per pitch), here is what I recommend:
1-Staccato Strings 2-Legato Strings 3-Pizzicato Strings 4-Piccolo (to add the extra octave above the staff without writing above the staff) 5-Flute 6-Oboe 7-English Horn (ironically neither English or truly a horn) 8-Clarinet 9-Bass Clarinet (again, for the pitch differentiation) 10-Bassoon 11-Horn 12-Trumpet 13-Trombone 14-Tuba 15-Piano 16-Harp 17-Timpani 18-Tubular Bells ("Orchestral" bells) 19-Unpitched Percussion
*I don't know if it's possible to program a different percussion instrument in for each pitch... that's out of my expertise.
Speaking of percussing, here is a brief list of some unpitched percussion you may want to use: Bass Drum Snare Snare Roll Snare Brush Hollow Snare Rim Hit At least three timbers of Crash Cymbals (deep, medium and light) Hat Close Hat
That list is 11 percussion sounds, meaning one for every line (5) and space (6)
The advantage to this selection is the range of instrumental colors. The disadvantage is the lack of some of the more exotic percussion, as well as saxophones (which aren't in a Full Orchestra, just so you know) and vocals. If Vocals are a necessity, I suggest removing the English Horn over any of the string modes or octave variants (Flute/Piccolo or Clarinet/Bass Clarinet). It's sound color is probably the least vital to the ensemble.
