Do you have everything that came with it in the same folder as the .exe application? Because that may be your problem. In the folder you should have the soundfont (soundset3.sf2), the "Prefs" folder and the "Xtras" folder to accompany Mario Paint Composer.exe.
And the "Xtras" folder should have at least 1.30MB of the content that came with it, otherwise it won't work.

I have all of the files that you stated. I even tried reinstalling the entire program over again just to be sure i was not missing any files
I also get this message when i try to open the program
The publisher could not be varified. Are you sure you want to run this software? Run or close

Try unzipping it if you haven't yet. Also, your speakers may be disabled, as I did that while being stupid one time and I wasn't able to start up MPC. To enable it, right-click on the speaker icon, hit "Playback Devices", right-click the speaker, and hit "Enable". Also as far as I know it works on WinXP, WinVista, and Win7 (for the PC version), and (I think) OS X 10.5 or higher for the Mac version.

This also happens to me, when im copying the Folder sometimes, to send it to someone to record for example. It might help, if you get it send by someone, where it works.
