Vista offers a lot of options in terms of user-denial... of course, you don't have it.
So, if I remember from my XP computer two years ago, you DO also have a "Security" tab in Folder Properties. If you have multiple users on whatever computer you're discussing, you can individually select groups or users and uncheck permissions as you wish -- deny file editing, deny file opening, deny FOLDER opening, etc. The only problem comes if you aren't the computer administrator/owner; if it's a family/common use computer, whoever is admin gets supreme access, and can't have their permissions changed.
