Yes, that is what the PokéROM is.
You can't have seen 71 because three haven't even been released and quite a few are Japan-only. Have you actually seen a Battrio station or Pokémate, the cell phone application, or all of the games for the Pokémon mini? What about both versions of Project Studio, something I have never seen? I actually haven't looked to see how many I have yet.
Now how many have you REALLY seen? (I'm also doubting the number that you own.)
No, no, no. I just put that because it's the total. I didn't mean that I've actually physically seen 71. Sorry for the confusion. The number that I've actually seen isn't actually that much higher than the number I own. And I do own 38 -- here's the list:

The only really major games that I don't have are Ranger's sequel and the Pokemon TCG Game (redundant acronyms For The Win!). I've ROMplayed TCG and liked it; it's a pity I missed out on that one.
PokeRom and the project studios might be my most obscure; they're used to make cards and things like that, and there are lots of pokemon images stored on each one. Blue has slightly different pictures and a differently colored layout, and also less space on the computer if I recall correctly. It's still over 80 MB per game.
